Arrogant (Quenya)
The first idea that comes to my mind is to combine an adjective like * indoitë ('having some state of mind'), astalda ('valiant') or nírítë ('forceful') with a prefixed element conveying either excess or pejorativity, such as uþ(u)- (PE17/151).
The Qenya item turqima "haughty" [www.elfdict.com] seems to have been abandoned by Tolkien.

Towel in Quenya
Also at Eldamo one finds the neo-verb * parcata- "to dry", proceeding from which one could suggest a noun + adjective combination lannë parcatálëa as another way of translating "towel".
P.S. It's a pity we don't know the gloss of STUK [ eldamo.org ], as that would have made a nice (phonetically close) mature replacement root for the base of 1910's Gnomish suitha- "to dry, to wipe" (which would most likely resemble and hence be in conflict with middle-period SUG/SUK "to drink" if suitha- had evolved like a Sindarin word). However, after looking at the word-stock of eldamo.org one might perhaps suggest *SUY as such a replacement...

How to write 'decide' in Sindarin and Quenya?
One Quenya paraphrase with minimized theoreticality could be anya þandië/þandalë "to reach a (state of) abidingness" (< √STAN “fix, indicate, decide”).
Of course the root of Q. marta- “to define, decree, destine”, √MBAR bears the meanings “settle, dwell; establish, fix, decide, determine, make a decision” [ eldamo.org ]. Perhaps a theoretical formation * maru- would hence make sense, considering the attested "condition-changing" verbs turu-, telu-, nicu- .

Nányë nauta — "I am obliged (to)"
Hóra nin/nio/nillo — "It expects regarding me/of me/from me, I am expected (to)"
Sangienya ná / Eä sangië — "My necessity is (to)" / "There is a necessity" (the latter followed by i "that" and a conjugated verb when a person must be announced — probably the shortest way to do that! ;) )
Nin carië ná — an imitation of Latin mihi est faciendum, Finnish minun on tekeminen

Phenomenological Concept
Also because of the gloss "be found extant in the real world" of eä- in Eldamo, the inclusion of an additional adverb (viz. s/tanomë ) in the translation felt a bit like "English in code" to me, until I came across Tolkien's own translation is.gd (from an older developmental stage of Quenya, but still).
The request also made me think up the forms * oi(o)hírima / vorohírima "an everfindable one" (abl. -llo "from ~"). The closest attested thing to Latin adesse ('to be present') seem to be the nouns is.gd .
