A neologism for a “leader” coined by Helge Fauskanger for his NQNT (NQNT) based on tulya- “lead”. However, I think tulya- “lead” means “bring [someone or something to someplace]” rather than “guide or take charge of a group”, making it inappropriate for the sense “leader”. I would use other words such as cáno “commander” for a person who is the leader of a group.
Tar-Minyatur was the title assumed by Elros as the first ruler of Númenor (LotR/1035, UT/218), translated “First-ruler” (PM/384). This name is a compound of minya “first” and -tur “ruler” (SA/minya, tur).
