Notes from the late 1960s had two different words for the decimal system, maquanotie (VT47/10) and kaistanótie (VT48/11), both ending in notië “couting”, and beginning with either maqua “hand (full)” and caista “one tenth”. Of the two, I prefer maquanotie since I prefer quëan “ten” (VT48/6).

Conceptual Development: The Qenya Lexicon of the 1910s had ᴱQ. lempea “decimal” based on ᴱQ. lempe “ten” (QL/52).

Neo-Quenya: Since I use maquanotie for “decimal system”, I would use ᴺQ. maquëa “decimal” for purposes of Neo-Quenya as the adjective form of maqua.
