The most problematic phrase here is "the Shire". We have Sindarin "i Drann" attested, but the etymology and theoretical Quenya equivalent must remain uncertain for now. We might paraphrase as "I nóre Periandion", the land of the Hobbits. Otherwise I'd say "(the Shire) urya; etta Morinóre nás" (... burns; therefore Mordor it is).
As with most tattoos and permanent inscriptions, the "safest" route is to transcribe the English original with the tengwar. That's true here for the reasons Helge outlines above.
