I am participating in a scavenger hunt of sorts. I need help with a puzzle that appears to be elvish.

I can send someone a .png of the message if they would be willing to help. Many thanks in advance if you can, if not thanks for at least reading this.

Hi everyone,

Let me begin by making it clear that this is not elvish. Yes, it is written with elvish characters (tengwar), but the author does not understand how to combine these letters (tengwa and tehta) into intelligible sentences.

Fortunately, a group of linguists were able to piece together the message by reverse engineering the author's mistakes. For what it is worth, this is what they found:

Image, my precious is ready to pop the question! Bilbo, Gandalf, or another Lord of the Rings character in a jewelry shop, ring shopping. Bonus for a believable Gollum.

If you want to learn how to write Sindarin, Quenya, English or even Swedish with elvish characters, Mellonath Daeron has a wonderful set of tengwar primers for beginners. They even have a primer for dwarvish runes.
