Hello, I am looking to create a fun name for a learning diary in the context of adult learning in a business setting.

The idea of "The Book of the Learned" seems appealing to me :-) so what that be parma (book) and nolà (wise, learned)? But in which order?

Quenya is a language, not a writing system. But I assume you meant to ask how it is written in tengwar, which is the script the Elves would've used to write Quenya. Like this.

Looks like the last and next to last characters are the same even if one is the "m" and the other the "n" of nolmoron. Is it because it is the last character?

I am not sure what you mean? The final and penultimate letters are different. In fact, the only letter that repeats in the whole phrase is the one used for 'm', being the last letter of the first word and the middle letter of the second.
